The Magna Session of the forum «China Mexico Forum 2021 Reflections for a New Era», was led by M. Diego Spannaus, Executive Vice President of the Chamber. In this framework, the Chamber of Commerce and Technology Mexico-China released the 2019-2020 work report and the new 2021 work plan: highlighting its priority objective of supporting Mexican companies to conduct their business in an impressive market .

Amapola Grijalva, President of this Chamber reflected on the importance that Mexico’s presence in China does not decline, using O2O tools (ONLINE TO OFFLINE). We also seek the growth and development of commercial networks, to increase the presence of Mexico in different parts of China. She mentioned the creation of the Mexico China INVESTMENT Task FORCE, the purpose is to attract and prepare projects that can be financed and generate more investment. She underlined the importance of the creation of the CHINA MEXICO ALTERNATIVE DISPUTE RESOLUTION CENTER and the expanded services that will be developed from the 14 Vice-Presidencies by Industry.

Graciela Narcia, General Director of the Chamber, shared the report of the activities during 2020. China Cham has evolved through its institutional development and is ready to lead efforts and efficiently help companies to do more and achieve more in the bilateral business environment. The session immediately began with the interventions of our special guests with their reflections on the challenges in the New Age.

The Hon. Zhu Qingqiao, Ambassador of the PR of China in Mexico, stressed that in the midst of this fight between humanity and the virus, China and Mexico have always supported and helped each other. President Xi Jinping and the State Councilor and Foreign Minister Wang Yi have held telephone conversations respectively with their Mexican counterparts Andrés Manuel López Obrador and Marcelo Ebrard, both parties reaching an important consensus on anti-pandemic cooperation and bilateral relations. Both countries have had close cooperation in the areas of the supply of medical supplies, the exchange of experiences against Covid-19. Overcoming the impact of the pandemic, China and Mexico have boosted their economic and commercial relationship at the adverse moment, further strengthening their collaboration in global value and production chains. Both China and Mexico support and promote an open world economy and a multilateral trading system. The Chinese and Mexican economies are highly complementary, and both share great potential for cooperation.

Meanwhile the Ambassador of Mexico Hon. José Luis Bernal acknowledged that the health crisis has made several commercial sectors vulnerable, coupled with geopolitical, technological and transitional changes in the world. Ambassador Bernal was very interested in recovering the economic and social exchanges in which he has been working in recent years, subsequently encouraging investors to immerse themselves in the sectors of greatest demand such as new technologies, educational exchanges, promotion cultural and tourism, promoting SMEs, and rescuing value and trade chains within the bilateral agenda.

Ms. Martha Delgado, Undersecretary for Multilateral Affairs and Human Rights of the Ministry of Foreign Affairs, endorsed the ties of friendship between China and Mexico. He assured that its main role is to promote economic activity abroad, at the same time attracting foreign investment to consolidate Mexico as an emerging economy as well as the internationalization of Mexican companies by opening borders with Chinese business organizations through dialogue with Mexican regulatory organisms and support in the investment process. He highlighted the work done and the successful efforts in binational cooperation to address the humanitarian emergency caused by the pandemic.

In the participation of the Senator of the Republic Héctor Vasconcelos; President of the Foreign Affairs Commission of the Senate of the Republic, he stressed that the interest and empathy in the Mexico-China relationship is an irrefutable proof of the impact of the Asian giant on Mexican soil. He highlighted the great role that both countries play in their exchanges and how these affect community developments. Towards the future, Mexico and China will have greater closeness and cooperation. He mentioned the important projects for the exploitation of lithium and the importance of promoting Mexican gastronomy in China, among others.

Then came the participation of the President of CONCAMIN, Mr. Francisco Cervantes, who shared some very relevant figures on the importance of projects in the field of binational investments and highlighted the role of Mexico in the international market, and vowed that the binational links grow in an advanced model of equilibrium and recovery, to support Mexico in overcoming the current crisis.

 Cesar Remis, Head of the International Trade Negotiations Unit of the Ministry of Economy, invited all those present at this Magna Session to approach the Ministry of Economy to be oriented on foreign trade and bilateral treaties and encouraged SMEs to start in electronic commerce to reach the Chinese market. He described the different actions, programs and the main results of the High Level Group and the High Level Business Group. As two key instruments in the concretization and advancement of the binational economic agenda.

To conclude, Ambassador Hon. Sergio Ley, Vice President for Asia and Oceania of COMCE, invited all small and medium-sized Mexican companies to redouble their efforts to increase exports to that country through the digitization of companies, since the Chinese market offers great opportunities as it is a market in continuous expansion. He concluded by congratulating the Chamber for this important and transcendent event and its leaders Amapola Grijalva and Diego Spannaus. He also expressed special congratulations and cordial greetings to Pepe Carral, recognizing his great leadership, his consistency and his great contribution to the growth of international business.

The China Chamber of Commerce and Technology Mexico , completed with great success from January 25 to 28 of  2021,  the «CHINA – MEXICO  FORUM 2021 REFLECTIONS FOR A NEW ERA». A virtual space whose main objective was to propose, reflect, exchange points of view and explore the topics and proposals of interest in the new post-pandemic reality. During 4 days the businessmen, intellectuals and officers of the governments of China and Mexico had an enriching exchange of ideas about the challenges and opportunities in business that are carried out in both countries. The program was developed in 9 panels and a Magna Session with the participation of 58 panelists and key note speakers..

An exciting environment was perceived at the Inaugurations Ceremony of the «CHINA – MEXICO FORUM 2021»; where the President of the Chamber, Ms Pola Grijalva stressed the importance of adapting the companies to the new global commercial conditions and particularly the great challenge that working in pandemic conditions represents.

On other hand, Mrs. Yan Sunyun, General Secretary of the CCTMC,  completed the opening remarks in  the Chinese language.

With strict sanitary measures among panelists and making use of digital platforms, the opening session had the intervention of Mr. J. Manuel López C. , President of CONCACANO – SERVYTUR (Confederation of Chambers of Commerce ) highlighted that Mexico is attractive for Asian investment and emphasized the importance of designing innovative strategies that allow the attraction of Chinese tourism in our country. He offered the support of his Confederation to support companies in their efforts to have more business with China.


After the participation of all the recognized panelists, the “Meng-Alianza Ingeniero Héctor Cuellar” award was granted to businessman José Carral for his constant support him in the development of business relations between Mexico and China.

Initially, Héctor Cuéllar, Founding President of ChinaCham and President of Worcester, recalled that his father, Eng. Héctor Cuéllar Sánchez, was the first Mexican to make investments in China and thanks to this, today he has a company that has endured over time, positioning itself as one of the most important steel valve factories in the international market. He highlighted the vision of Eng. With the moderation of Víctor Sánchez, President of the  Technology Transfer Office Network (OTT Network), Joaquin Saldaña, Huawei Marketing Director, pointed out that the higher speed and total connectivity is the company’s main mission and to support SMEs through a platform that allows access to storage data and artificial intelligence solutions to meet their  needs.

Tonatiuh Anzures, Didi Mexico’s Head of Public Affairs, insisted that the objective of this company is to reduce people’s distance from their workplaces and their homes; and to reduce traffic in cities by up to 20%. Also, help digitize the restaurant industry by linking all small and medium businesses to Didi technology platform, for free.

Finally, Víctor Manuel Méndez, Director of Skyworth Digital said that there is a need to connect all things; therefore homes, businesses, health, work, manufacturing, energy will be connected from smart mobile devices, encompassing each one of the users in the world. It is expected that in the near future 15 billion devices will be intercommunicated. The shared visions and proposals of the emblematic companies of China in Mexico, undoubtedly are at the forefront of technology in the world.

Within panel 2: Tourism and Logistics between Mexico and China: The Challenges in the New Era; with the brilliant moderation of Diego Jiang, Vice President of Tourism of the Chamber and VP for Latin America of China Southern Airlines, Mr. Ignacio Cabrera, Director of Tourism Diplomacy of the Ministry of Foreign Affairs, recognized that there is little tourism offer for China and explained that the Chinese tourists are more in the gastronomic sector of Mexico, as well as religious and business tourism.

The businessman Juan Carlos Mondragón, President of the Jalisco Hoteliers Association, considered that what foreign tourists  love is the quality and kindness of Mexico´s dedicated services for visitors. Knowing perfectly the thinking, feeling, and what is attractive to Chinese tourists, the enterprises can create tourism strategies that promote quality of service to make them fell really special in Mexico.

Guandong Representative of the Council for the Promotion for International Trade (CCPIT), Mr. Yang Peiliang assured that e-commerce grew in Mexico thanks to the lockdown and made the logistics and storage services of the company he represents available to bilateral entrepreneurs. Xian Zhang also from CCPIT, added that work is being done for the digitization of foreign trade and proposed using digital expos to improve the experience of suppliers and buyers. She trusted that China and Mexico are in their best commercial moment.

Fernando Dragonee; Director of Commercial Operations of Cathay Pacific Airways warned that this Asian commercial airline of cargo flights was affected by the pandemic with 5 flights a week between Mexico and Hong Kong. But he mentions that it has been a good year due to the demand for products from Asia to Mexico, the most demanded in our country was the manufacture of automotive and electronic parts.

To conclude, Johnny Curiel, from JB Hunt Transport Services emphasized that there is no set date for an economic reactivation because there is still no certainty in world markets and the best way to face this pandemic is to have greater communication between logistics companies, suppliers, and customers.


«Asia’s experience in energy transition» 


Under the leadership of Mr. Carlos Zarza, Member of the Council of the Chamber and General Director of Worcester; the issue of the challenges for the evolution from fossil energy to clean energy was discussed, Félix Hernández from Grupo Mundi; proposed a route to migrate to clean energies, moving from the use of gasoline vehicles to Natural gas, LP gas, then to electric vehicles and finally to hydrogen technology. Mexico and China can have a great cooperation in this regard.

Deputy Director of New Energies  of  the Mexico City Government, Eng. Antonio Mejía mentioned that the use of clean energies with public access should be massified, but there are too many interests that prevent maintaining the use of fossil fuels. He proposed the use of wind, photothermal or photovoltaic energy to design public policies on energy. He ended by saying that he has projects ready for $ 20 million to start immediately.

Rodrigo Osorio Díaz, Head of the Puebla Government Office mentioned that this State has the objective of a planned and coherent energy transition; He considered as a challenge to create the conditions so that the transmission lines have an efficient cost and to make all the companies self-sufficient; These issues have been dealt with in the program called “Power” and its results will be reflected at all levels.

Feng Zhou, Senior Manager of Global Energy Interconnection Development and Cooperation Organization (GEIDCO) GEIDCO mentioned that infrastructure is not the most important thing to consider in the energy transition, but interconnectivity. Good market development is essential to attract Asian investment in infrastructure projects to Mexico. It is very important to have a good development of the market, with this, then, as a next step, Mexican infrastructure projects can be considered to attract investment to inject Asian investment.

Yang Xiao, Manager of China Petroleum & Chemical Corporation (SINOPEC Mexico) SINOPEC Mexico commented that China has a special interest in the Mexican market and participate in the energy transition. He pointed out that Mexico-Mexico requires a bilateral and multilateral agenda with integration to each value that considers the value chains in the Asian continent to be able to penetrate that market. For his part of him, Lic. Roberto Cabrera Ruiz the Director of Strategic Agendas of the SE of Mexico mentioned the importance of importing products to the Chinese market and how attractive Mexico is. The main export products to the Asian market are minerals such as iron; auto parts; cellphones; Farm products; meat, corn, bananas, and mangoes. that our country is an attractive trading partner for Asian countries, especially for China, as it represents a fundamental part of the route to reach Latin America. Dr. Cristina Hernández from SAI Law and Economy said that in order to be successful in China it is important to identify competitive sectors for Mexico; She assured that the dialogue allows for closer bilateral trade relations, these dialogue mechanisms have served to resolve doubts and concerns, as well as promote and push Mexico’s interest in commercial terms. She proposed that in addition to China, the commercial relationship with Japan and Singapore, emerging countries and partners of China, must be strengthened.

Graciela Narcia, General Director of the Mexico-China Chamber of Commerce and Technology, indicated that it is essential to consider the existing tools for the prevention and supervision of business between Mexico and China. He commented that in the current economic crisis, Mexico sees great potential in China to strengthen and create greater alliances in all sectors. He explained that from the Mexico-China Chamber, different strategies are being developed to creatively position not only products and services but also Mexico as an investment destination for Chinese companies and in this way generate an economic virtuous circle between both countries. He pointed out that the Chamber and private initiative will play a very important role in the development of relations between the two countries.

Miguel Ángel Margáin, partner in  Bettinger Law Firm explained that a country brand is to transmit samples of culture, tourist attractions, how we think, how we act, how we react.

It is much more than an image and a tourist campaign, it is the national identity made useful, made tangible, and can be sold. The geographical indication is any exclusive and high-quality product that comes from a certain geographical region and whose qualities, reputation, and characteristics are essentially due to its place of origin and the designation of origin is a geographical indication that a product possesses when its quality and reputation are very high. The characteristics and quality of the product are derived from natural and human factors. The product is identified or designated with the name of the place and always goes hand in hand with the country brand; for example, tequila. Gabriela Cedillo, Commercial Manager of the China Hoy Magazine, highlighted the links and historical influences that have existed between Mexican and Chinese culture,whose objectives are the promotion and bilateral cultural exchange. In it, she mainly reports on China’s economic, social, artistic, tourism and cultural development. Together with governmental, social, cultural and academic institutions, she is in charge of organizing and participating in events, for example, the Chinese New Year.

To conclude, Miguel Ángel Margáin reiterated the importance of registering a patent, since it gives exclusivity to a brand. Currently, Chinese consumers tend to purchase exclusive, high-quality, luxury products that provide them with status.

For his part, Alejandro Hutt rescued Xi Jinping’s message at the Davos Forum, in which he invited the world to abandon ideological prejudices, highlighting that China will continue to promote a new type of international relations and that we must take advantage of all the elements that can unite us.

It was coordinated by M. Jorge Morones, Vice President of the West and CEO of LOGEX Consulting.

Lic. Humberto Beltrán, an expert in customs agencies, indicated that there are even greater challenges in the post-pandemic stage with respect to foreign trade operations with China, therefore recommends seeking advisory with customs professionals, as well as the requirements to import and export. He cautioned that it is a common mistake for importers to assume and believe that they know everything even with the most experience.

For his part, Lic. Felipe Miguel González, from the Latin American Confederation of Customs Agents, acknowledged that Mexico is not yet in a position to export top-level technology, but what it does export is labor to different countries around the world. . Marisela Corres, VP of Mexico-China Disputes Resolution Center and Partner of the Bettinger Law Firm, this panel began with the participation of Roberto Fernández del Valle, from the firm Santamarina + Steta, who spoke about the benefits that gives the alternative solution of controversy; and he assured that if a businessman does not have a means like this in a commercial contract, he can end up in the national courts, which means years and years of process.

We had the brief participation of Dr. Liu Chao, Secretary-General of the International Commercial Dispute Prevention and Settlement Organization (ICDPASO), who presented us with his organization, the functions it will perform, such as being a mediating entity between the Chinese and international parties in trade disputes. In addition, he highlighted the importance of the support of the Chamber as a Founding Member and part of the Prevention Committee.

Rubén Darío Gómez, an expert lawyer in national and international commercial arbitration and partner of Ramos, Ripoll & Schuster, explained what a dispute resolution clause consists of; He said that it is a small agreement that provides that both parties or partners will try in good faith to reach a solution to resolve their differences with the help of a mediator.

Mauricio Chozas Suarez, an expert in Intellectual Property at the firm Cuesta Campos; stressed the importance of including intellectual and industrial property in dispute solutions; trademarks, designs, inventions, copyrights, and intellectual property; this in order to distinguish between companies and competitors. A shield is needed for commercial operations, having security measures against any operational change no matter how insignificant it may seem.

In Panel 8; Financing for an Economy in Reconstruction; Jorge Nuño Jiménez from the Third World Center for Economic and Social Studies, assured that Mexico and China are friends and strategic partners for new concrete projects that will be implemented in the future in commercial operations.

For his part Diego Spannaus, Executive Vice President of the Chamber and Vice President of Factoring and Trading Finance of HSBC; indicated that the bank’s role is to offer financial services for international trade focused on innovation and inclusion. Mexico needs innovative solutions to facilitate domestic and international trade where buyers and suppliers through digital platforms can make discounts on invoices and conserve human working capital.

Mr. Zhou Peng, Vice President of Bank of China Mexico, introduced all the services and new challenges of the operation of the Bank of China in Mexico. He thinks that the Mexican market is really attractive and that it is considered a great opportunity to continue the expansion of banking services. Bank of China’s entry into the Mexican market is good news for the financing of binational projects.

Ms. Lisa Gong, Deputy CEO of Industry and Commerce Bank of China: She highlighted that the role of the most capitalized bank in the world is focused on the expansion of infrastructure and advanced business solutions in Mexico. They have been investing in the creation of infrastructure for their competitive and attractive offer in the growing Mexican market and not only to support Chinese companies, but to be considered one of the main players in the national financial arena.

Etienne Luquet from DeForest Lawyers assured that new technologies now allow them to bank people and attract them to financial inclusion with access to credits with innovative payment systems. He considers that in the future banks will become an app and there will no longer be the need to physically present themselves to bank branches because finances will be democratized with new financial products such as cryptocurrencies or access to crowlending platforms, which have good annual returns and have a past due portfolio of 3 to 4%.


Mexico-China investment task force

Panel 9: Mexico-China investment task force, conducted with great dynamism by Alberto Bello, Editorial Director of Expansión Magazine, commented that China has invested 161 billion dollars in the world in 2019 in energy, transport and real estate, of which only 1.3 billion went to Mexico. China seeks raw materials and has invested in the countries that have them, in a second stage it is investing to supply its domestic consumption by creating its own patents and technology. Mexico finds an opportunity compared to China in agricultural products, in addition to the geographic opportunities it represents, mainly to bring manufacturing to the United States.

On the subject, Pola Grijalva, CEO of World Trade and Investment Group and President of the Chamber, mentioned that in infrastructure there have been several approaches of Chinese companies to Mexico and it is more frequent that there are companies looking for opportunities, an example of this is Huawei and Hutchison that operate at least 8 ports in the country. The opportunities are there and you have to work to structure each project as a tailored suit. She invited all companies in possession of projects, to approach the Chamber to seek debt or risk capital in China, through a novel mechanism of the Chamber called CHINA-MEXICO INVESTMENT TASK FORCEwhere there is the participation of the China Latin America and the Caribbean Fund, the Mexico-China Fund, the banks of China in Mexico and coordination with multilateral banks and development banks.

Cesar Fragozo, General Director of the Tojoy Mexico Fund shared his experience that some projects are not well structured and must be worked on since there is no project portfolio in the country; unlike Chile or Peru. The great challenge of binational cooperation is to increase the uptake of Chinese capital in Mexico in manufacturing and nearshoring; as well as providing all soft-landing services for productive investment, news, and perspective, among others.

Emilio Ortiz Leos, Partner Director at Ortiz Leos, highlighted that there is a great margin for attracting investment to Mexico. The economic recovery may be attractive around manufacturing. This investment is linked to the economic recovery of the United States. He added that strong work is required between the private and public sectors to carry out projects that generate opportunities.

Jesús Aguirre, CEO of Mexcentrix, pointed out that trade support and promotion organizations, such as the Mexico-China Chamber of Commerce, play an important role. The private initiative is the one who is currently in charge of doing this promotion.

Alberto Bello wonders if the Federal Government or the Federative Entities could have seed capital for the development of projects.

In the opinion of the panelists, it is important to have public-private participation to form a source of angel capital and being able to build the companies and infrastructure that Mexico requires for its recovery. China is looking for projects to invest.
